
The Model Is Finished. Why Can the Operations Handover Still Fail?

A model can be geometrically complete and still be of little use to the operations team.
If equipment changed during procurement, field routing moved or product data no longer matches the installed asset, the file may look finished while its information is already out of date.
The construction industry spends considerable effort moving information from design into coordination and installation. The next handoff, from construction to operations, is often less controlled.
That is a problem because the value of an asset model depends on whether it describes the building that was actually installed.
Asset information handover should not be an end-of-project document collection. It should be a managed process throughout construction.
BIM4Water is treating information as lifecycle infrastructure
The UK's BIM4Water community has set out a RoadMap 2026-2030+ focused on better information management across the water sector. Its stated outcomes include an information-management framework aligned with ISO 19650 guidance, education pathways, organizational change and collaboration, and strategically aligned innovation.
The roadmap is specific to the UK water sector, but its lifecycle view is useful beyond water. BIM4Water describes its mission around better information management for the whole life of water-sector assets.
The important shift is from treating BIM as a design or coordination deliverable to treating reliable information as part of operating the asset.
The as-built model must develop during construction
The general contractor and trade contractors should update project information at regular intervals as construction progresses. Waiting until closeout makes it harder to reconstruct what changed and increases the chance that temporary assumptions become permanent records.
Depending on the project's information requirements, regular updates may need to capture:
approved equipment substitutions;
final manufacturer, model and serial information;
installed locations and clearances;
field routing changes;
approved RFIs, submittals, bulletins and change records;
test, commissioning and inspection results;
product data, warranties and maintenance requirements; and
identifiers used by the owner's maintenance system.
Each item should link to the record that supports it. Geometry alone cannot establish that an asset was approved, installed, tested and accepted.
Verification belongs to the people closest to the work
Before owner acceptance, the GC and responsible subcontractors should verify that equipment names, locations, product data and installed conditions agree with the handover record.
This does not mean that one team owns every data field. The contract and project information requirements should assign responsibility. The trade contractor may know the installed equipment, the commissioning team may hold test evidence and the owner's facilities team may define the asset identifier needed in its maintenance platform.
The handover process must connect those responsibilities without allowing gaps between them.
Operations should participate before the keys change hands
The operations and maintenance team should work hand-in-hand with the construction team during the transition. If operations sees the information only at final delivery, there may be little time to identify missing assets, unfamiliar naming, unusable documents or data that cannot enter the owner's system.
An effective readiness review should confirm:
which assets require records;
which fields and documents are mandatory;
whether the naming and classification match the owner's systems;
whether model locations agree with installed conditions;
whether product data and warranties match the installed equipment;
whether tests and commissioning records are linked;
who will maintain the information after acceptance; and
how later renovations and replacements will be recorded.
This review should happen early enough for the project team to correct deficiencies before demobilization.
A digital twin cannot stay useful by itself
A digital twin can support emergency response, maintenance, renovations and asset history, but only when the information remains accurate and appropriately protected.
During operations, the owner needs a process for recording equipment replacements, altered spaces, maintenance events and later projects. Access also needs to reflect the sensitivity of the facility. Up-to-date building information can be valuable in an emergency, while the same information could create security risk if shared with unauthorized parties.
The technology is only one part of the system. Ownership, update procedures, validation and access control determine whether the information remains a useful asset.
Closeout should confirm continuity, not begin the search
At handover, the team should be confirming information that has been maintained throughout construction, not beginning a last-minute search for it.
When contractors, commissioning teams and operations staff build the record together, the owner receives more than a model and a folder of product data. The owner receives a traceable account of what was installed, where it is, how it was accepted and how it should be managed.
